MINUTES OF THE BOARD OF TRUSTEES MEETING held on Wednesday, February 9, 2011, in the Municipal Meeting Room, 31 Mountain Avenue, Hillburn, NY, commencing at 7:00 PM.

Meeting was called to order at 7:07PM by the Honorable Mayor Bernard L. Jackson. H.F.D. Chief Laurens Winter led in the Pledge of Allegiance.

Minutes of Meetings – 1/26/11, 2/3/11, 2/7/11
A MOTION was made by Trustee Flanagan and seconded by Trustee Scott to approve the minutes of the regular scheduled meeting held on 1/26/11 and the 2/3/11 and 2/7/11 Special Meetings, as prepared.

Reports to the Street & Water Commissioners
A MOTION was made by Trustee Scott and seconded by Trustee Flanagan to incorporate the Reports to the Street & Water Commissioners in the minutes.

Police Commissioner's Report – Mayor Jackson stated there was no report.

DPW Report – Superintendent Thomas Conklin reported:
-The DPW is catching up on some repairs.
-RE: 1993 GMC – An estimate is being obtained for repairs to the front end/4-wheel drive.
-Water readings are complete for period ended 1/31/11. New meters/readouts are being installed.
-Salt has been delivered.
-A request has been received for a hydrant flow test at 230 Route 17. Same will be discussed with Engineer McCreedy.
-Mayor Jackson and the residents present commended the DPW for the fine job done in keeping the roadways clear from snow and ice.

HFD Report – Chief Laurens Winter reported:
-The HFD responded to (4) false alarms since the last meeting. (3) at the Baler Station (system has been taken off line until repaired) and (1) at Bldg. B2, 201 Route 59.
-The HFD responded to 4 calls: 2 fires, 1 drill and 1 Chief’s call.
RE: 2/2/11 Call on NYS Thruway – An Incident Report was submitted. Speedy Dry, Road Flares, Nozzle and one length of hose were used. Invoices were supplied for submission to the NYS Thruway for reimbursement.
-Hydro-testing of air bottles is progressing.
-Three more HFD members have signed up for classes at the RC Fire Training Center.
-Goosetown Communications has advised that the Minitor IV pagers will no longer be repairable. The Minitor V pagers have been repaired. Serial numbers were submitted.
-RE: Knox Boxes – An inspection was made of the knox box at 201 Route 59 with the property manager. It was determined that keys for Buildings D2 and D3 are needed. Unable to access knox box at 143 Route 59 due to snow. Will reschedule.
-Declaration of Equipment as Surplus:
Six (6) air bottles are out of date and can no longer be hydro tested and will be disabled next week.
One (1) Minitor II Pager – Not repairable.
-RE: AED Equipment – Zoll representative on vacation – will contact after 2/17/11 to obtain pads.
-The RC Knox Box Committee is considering the requirement of all fire departments with the Town of Ramapo to have knox boxes mounted on the outside of their fire houses so that fire departments providing mutual aid or fire coverage will be able to gain access via 44-Control.
-Chief Winter stated the need for a knox box on the fire truck accessed by tones sent in by 44-Control.

-RE: NYS Fire Prevention and Safety Program – Smoke Alarm Installation – Applications and Waiver Forms were supplied by Chief Winter and must be completed and submitted by the end of February. Information regarding same will be placed in the upcoming Village Memo.
-Fuel Receipts were submitted.
-Mayor Jackson thanked Chief Winter for his report and stated he will seek funding for replacement of outdated pagers.

Western Ramapo Sewer District Extension –
-Trustee Flanagan questioned the status of the 4th Street pump station.
-Mayor Jackson replied it is targeted for completion by the end of February. He will follow up with same.

Village Engineer’s Report – Engineer Glenn McCreedy not present.

Community Development Program
2011 CD Program – Mayor Jackson reported that the 2011 Application has been completed and submitted – Project: “Replacement of Sidewalks & Curb Cuts throughout Village”.

Village Attorney’s Report – Robert Yodowitz reported:
-RE: Dam Remediation Project – Attorney Yodowitz and the Village Clerk are following up on obtaining the new contract for this project from the NYS DEC. Written confirmation is forthcoming.

-The Clerk supplied the Sample Ballot/2011 Election Notice. The duly nominated candidate(s) are as follows:

2011 Assessment Roll
The Hearing of Complaints will be held on February 15, 2011, from 6:00pm-9:00pm at Village Hall.

Zoning Board of Appeals – An informal meeting was held on 2/8/11 at 7:00PM.

Planning Board – Next meeting is scheduled for 2/17/11 at 7:30PM.

Building/Fire Inspector’s Report – William Nicholson reported:
-The next NYSBOC meeting is scheduled for 2/15/11.
-Waiting for proposal from Design Air regarding heating system at Village Hall.
-The ConServ building construction has commenced.
-An inspection was made at 201 Route 59 with HFD Chief Winter – RE: Alarm System.
-False alarms have been minimized.
-In response to the concern raised by Trustee Flanagan at the 1/26/11 meeting, the containers at 201 Route 59 (area of Merco Tape) will be removed permanently.
-A letter will be sent to TBS Realty (201 Route 59) regarding violations of property maintenance.

Mayor Jackson thanked residents for cleaning snow from sidewalks.

Escrow Accounts -TJG has not established the required escrow for Engineering Services at this date.

Senior Citizens
-Everything is going fine.
-The schedule of upcoming meetings and events will be posted in the February 2011 Village Memo.

-H.F.D. Chief Winter attended the 2/7/11 Senior Citizens meeting and spoke on fire safety and the fire alarm installation program. Attorney Arnold Edelson was also present and spoke on Elder Law.

Recreation – Recreation Aides Angela Flanagan and Michelle Noel reported:
A request was made for the Youth Center to be open from 1:00PM – 5:00PM during the week of 2/21-25/11 (schools closed).
A MOTION was made by Trustee Flanagan to authorize the hours of 1:00PM – 5:00PM during the week of 2/21-25/11 (schools closed). There was no second.

Mayor Jackson and Trustee Scott requested that the matter be tabled in order to discuss same.

Historical Society – Beverly Flanagan, Chairperson
-A meeting of the Historical Society will be held on 2/10/11 at 7:00PM.
-An Open House will be held on 3/20/11. Information will be posted in the February 2011 Village Memo.

Requests for Use of Village Property

2/04/11 Request for Use of 5th Street Recreation Field – Joseph Tursi
Dates/Times -Mondays & Thursdays - Month s of March, April & May, 2011/6:00PM-8:00PM
-Saturdays - Months of March, April & May, 2011 / 10AM- 12:00noon
Purpose: Little League Practice

A MOTION was made by Trustee Scott and seconded by Trustee Flanagan to approve the use of the Hillburn Recreation Field by Joseph Tursi for Little League Practice on the requested dates, with the provision that should the Village require the use of the 5th Street Recreation Field, said use would take precedence and you would be notified accordingly.

2/08/11 Request for Use of Community Room – Tiffany Spillman
Date/Time: Saturday, March 12, 2011 - 1:00PM- 4:00PM
Purpose: 3rd Birthday Party

A MOTION was made by Trustee Flanagan and seconded by Trustee Scott to approve the use of the Community Room on 2/08/11 by Tiffany Spillman, pending receipt of the $150.00 fee and required insurance.

2/09/11 Request for Use of Municipal Meeting Room – Hillburn Housing Dev. Corp.
Date/Time: Saturday, March 5, 2011/ 9:00AM-12:00noon
Purpose: HHDFC Meeting

A MOTION was made by Trustee Flanagan and seconded by Trustee Scott to approve the Hillburn Housing Dev. Corp.’s use of the Municipal Meeting Room for a meeting on 3/5/11.

2/09/11 Request for Use of Hillburn Community Room – Beverly Flanagan
Dates/Times: 2nd Thursday of Each Month / 7:00PM-9:00PM
Purpose: Hillburn Historical Committee Meetings
A MOTION was made by Trustee Flanagan and seconded by Trustee Scott to approve the use of the Hillburn Community Room by Beverly Flanagan for meetings of the Hillburn Historical Society on the requested dates, with the provision that should the Village require the use of the Community Room, said use would take precedence and you would be notified accordingly.

Correspondence – The Village Board was in receipt of copies of all correspondence.

Voucher Claims were reviewed by the Board who approved payment of same.
