MINUTES OF THE BOARD OF TRUSTEES MEETING held on Wednesday, January 26, 2011, in the Municipal Meeting Room, 31 Mountain Avenue, Hillburn, NY, commencing at 7:00 PM.

PRESENT: Bernard L. Jackson, Mayor Craig M. Flanagan, Jr., Trustee Glenn McCreedy, Village Engineer Thomas R. Scott, Trustee Thomas M. Conklin, DPW Supervisor
ABSENT: Robert Yodowitz, Village Attorney

Meeting was called to order by the Honorable Mayor Bernard L. Jackson. Trustee Flanagan led in the Pledge of Allegiance.

Minutes of Meeting – 1/12/11
A MOTION was made by Trustee Flanagan and seconded by Trustee Scott to approve the minutes of the 1/12/11 meeting, as prepared.

Reports to the Street & Water Commissioners
A MOTION was made by Trustee Flanagan and seconded by Trustee Scott to incorporate the Reports to the Street & Water Commissioners in the minutes.

Police Commissioner's Report – Mayor Jackson reported: -A meeting that had been scheduled with a representative of the Ramapo Police Dept. was postponed due to inclement weather.

DPW Report – Superintendent Tom Conklin reported:
-The snow is keeping the DPW busy.
-RE: 2008 Ford – Towed to Mahwah Ford on 1/24/11. It was determined that the central hydraulic pump was installed by an outside company and; therefore, voids the 3 year warranty with Ford. Supt. Conklin will obtain a quote for the part and installation.
-RE: 1993 GMC – The 4-wheel drive is in need of repair.
-Two (2) loads of salt are needed.
-Verbal quotes were obtained for parts for the Water Department:
Water Wrench: USA Blue Book - $ 35.72 Schmidt’s Wholesale - $ 48.95
Clean Out Tool: USA Blue Book - $230.95 Schmidt’s Wholesale - $236.25

H.F.D. Report – Chief Larry Winter reported:
-The H.F.D. responded to 6 Signal 10’s (4 were for the Baling Station on Torne Valley Road – broken sprinkler pipes) and 3 Signal 16’s since the last meeting.
-A letter of resignation was received on 1/24/11 from Joseph Neyen. Subsequently, he should be removed from the Village’s insurance.
-The key to Building B2 at 201 Route 59 has been placed in the knox box.
-RE: Internet Service – being followed up by Village Clerk.
-Purchase of Pager is needed as the Chief’s pager is not functioning and there are no spare pagers available. (Village Clerk is still awaiting the serial numbers for pagers sent by the H.F.D. to Goosetown for repair)
-Three (3) cases of road flares are needed as an emergency purchase.
A MOTION was made by Trustee Scott and seconded by Trustee Flanagan to authorize the emergency purchase of three (3) cases of road flares with wirestands from State Line Fire & Safety, Inc. at the total cost of $195.00 ($65.00 per case).

-Firefighting gloves are needed as an emergency purchase. A MOTION was made by Trustee Flanagan and seconded by Trustee Scott authorizing the emergency purchase of a total of 20 pairs of firefighting gloves (9 pairs of Bloodborne Pathogen-Resistant Rescue Gloves and 11 pairs of ALPHA X Hybrid NFPA 1971 Structural Gloves) from MES, Inc., at the total cost of $1,025.00.

-RE: AED Equipment – Chief Winter reported that in July 2010 the AED Equipment had been sent out for updating at no cost to the Village by Zoll Medical Corp and had been returned. When opening the box, Chief Winter stated that it was noted that pads are needed for the AED Equipment and that certification is needed for all H.F.D. members. Subsequently, a quote was obtained from Maribell Assoc., Inc. for a 2 Year Certification Program (up to 15 students) in the amount of $1,095.00. A quote for the pads will be obtained.
-Trustee Scott questioned if the certification classes were offered at the RC Fire Training Center.
-Chief Winter replied yes; however the classes are not as comprehensive.
The quote from Maribell Assoc. Inc. was tabled by the Village Board.

Western Ramapo Sewer District Extension - No report.

Village Engineer’s Report – Engineer Glenn McCreedy not present.

Community Development Program
2011 CD Program – Mayor Jackson reported that the 2011 Application will be completed and submitted on or before the deadline date of January 31, 2011.

Village Attorney’s Report – Robert Yodowitz not present due to weather.

2011 Village Election – 3/15/11

2011 Assessment Roll
The Board of Trustees signed the Verification of Assessors for the 2011 Tentative Assessment Roll. The tentative Assessment Roll will be available for inspection from February 1, 2011 through February 15, 2011. The Hearing of Complaints is scheduled for Tuesday, February 15, 2011 from 6:00PM-9:00PM.

Zoning Board of Appeals – An informal meeting will be held on 2/8/11 at 7:00PM.

Planning Board – Next meeting is scheduled for 2/17/11 at 7:30PM.
RE: Appointment of Member for Unexpired Term Ending April 2014 –
Mayor Jackson reported on the recent passing of Hillburn Planning Board member Richard DePrizio.
A MOTION was made by Trustee Scott and seconded by Trustee Flanagan to approve the Mayor’s appointment of William Williams III as a member of the Hillburn Planning Board to fill the unexpired term ending April 2014.

Building/Fire Inspector’s Report – William Nicholson reported:
-The next NYSBOC meeting is scheduled for 2/15/11.
-False alarms are minimal.
-Design Air inspected the heating system in the Village Office on 1/24/11 and will prepare a quote.
-Clean Lakes Consultants has been contacted regarding treatment of the pond at Veterans Memorial Park. Inspector Nicholson will follow up with obtaining a proposal from Clean Lakes Consultants.
-The issue of cars being parked on the front yard on Sixth Street has been remedied.
-TBS Realty has filed an application to install a sprinkler system in the remaining unsprinkled portion of the building at 201 Route 59, Hillburn, NY.

Mayor Jackson stated the Village Memo will include a reminder to residents that they are required to keep the sidewalks in front of their homes free of snow and ice. Mayor Jackson also stated that cars being illegally parked in the Village Office parking lot have been issued notices.

Escrow Accounts – No Report

Senior Citizens – No report.

Recreation – Trustee Flanagan read the written report:
-A request was made for $300.00 for snacks for the After School Program. (request was tabled for review)
-An Easter Egg Hunt is being planned to be held on April 16, 2011 at Veterans Memorial Park (approved)
-Request for Purchase of Crafts from S & S Worldwide – Due to a discrepancy in the actual cost of the items and the amount authorized, Recreation Aide Angie Flanagan will provide an updated order.

-RE: Required Training – Trustee Flanagan and Angie Flanagan are registered to attend the training classes on 2/4/11 & 2/11/11 at RCC.

-Trustee Flanagan will follow up on completing the Youth Program Application by the 2/7/11 deadline date.

Hillburn Historical Society
Bev Flanagan reported information will be supplied for the Village Memo regarding an Open House to be held in March, 2011.

RE: RC Sewer District - 1/19/11 Invoice for Sewer Charge – Village Hall
The Village Clerk-Treasurer reported that the referenced invoice was received in the amount of $818.00 and reflects 2 sewer units.
-Pursuant to a discussion on same, the Village Board tabled payment of the invoice. Mayor Jackson will discuss same with the RC Sewer District.

Mayor Jackson reported on the passing of John Galligan, (title) at NYCOM.

RE: 2011 Community Development Program
The Village Board discussed the issue of whether the Application would include as a project the Fountain Pond Park (a/k/a Veterans Memorial Park) Improvements.

Mayor Bernard Jackson advised that, based upon his discussions with the Rockland County Office of Community Development, the Village would be unable to provide sufficient documentation in support of the Application at this time. Furthermore, there has been no final determination as to what is required to remedy the situation which exists at the pond.

In light of the foregoing, the following action was taken by the Village Board on 1/26/11:

A MOTION was made by Trustee Flanagan and seconded by Trustee Scott to file one application for the 2011 Community Development Program for “Replacement of Sidewalks & Curb Cuts throughout Village”, and
FURTHER, no application will be filed to include the “Fountain Pond Park (Veterans Memorial Park) Improvements” as a Project.

Voucher Claims were reviewed by the Board who approved payment of same.

RE: Treatment of Pond at Veterans Memorial Park A MOTION was made by Trustee Scott and seconded by Trustee Flanagan authorized Building/Fire Inspector Bill Nicholson to seek proposals for the treatment of the pond at Veterans Memorial Park.
