Hillburn Affordable Housing Program
The dream of home ownership is the fabric of any community and Hillburn is no
exception. The Village Board is committed to the idea of Affordable Housing as a
means of keeping our "community" together. Current plans include a joint project
with Habitat For Humanity to build (3) affordable homes on Fifth Street, between
Hickory and Chestnut Avenues. The Village will purchase surplus property from
the Ramapo Central School District with a grant secured from the Rockland County
Office of Community Development.

In addition, the Village Board has cleared the way for H.O.G.A.R. (Housing
Opportunities for Growth, Advancement and Revitalization),
a Haverstraw based not for profit organization to purchase a lot on Sixth Street
in the western portion of the village for Affordable Housing. Under the
conditions established by the Village Board, H.O.G.A.R. will purchase the
property, build an Affordable Home, then sell that home to a qualifying Hillburn
resident. If for any reason H.O.G.A.R. is unable to build on the site, the
Village of Hillburn may exercise the "right of first refusal" to purchase the
property.
